New EU End-of-Life Vehicles (ELV) Regulation 2026 Enters into Force

ELVES, the End-of-Life Vehicle (ELV) compliance scheme in Ireland, welcomes the introduction of the new EU End-of-Life Vehicle (ELV) Regulation which came into effect this month. The Regulation replaces the existing legislative framework for ELVs and introduces updated requirements for many stakeholder groups involving some staggered implementation dates beginning September 1, 2028. 


For ELVES and the wider Irish ELV sector, the new Regulation represents a significant development in how ELVs will be managed in the years ahead. 


The Regulation aims to further support the EU transition towards a circular economy for the automotive sector, ensuring that valuable materials are kept in use for longer and that vehicles reaching end of life are collected and treated appropriately. 


Among the changes introduced are; strengthened producer responsibilities relating to vehicle circularity, design and recycled materials content, as well as ELV management, improved traceability and increased systems integration across member states. The Regulation also expands the scope of the existing framework to cover all major vehicle types. 


As a founding member of the ELV Forum group, ELVES will contribute to ongoing EU level discussions on the implementation and feasibility of the Regulation and any subsequent adopted delegated acts. 


The new Regulation is titled Regulation (EU) 2026/1738 of the European Parliament and of the Council of 8 July 2026 on circularity requirements for vehicle design and on management of end-of-life, and can be viewed via the ELVES website at www.elves.ie/foratfs
